Hmmn... Try farming 24/7 inside the Chess Dimension, specifically the last room where the King (a mini-boss) spawns. I've tried farming in Oblivion Temple but the Hover Craft Coupon drop there is so scant. Not totally a waste of time though since you can get other significant drops in there like coupons for 255 craftable armors and accessories.
Of course, there's also the Luna Temple Quest which, upon accomplishment, will reward you with either Hover Craft or Jewel Craft Coupons depending on the number of artifacts that you have acquired. Based on this thread's discussion, you need to turn in 18 artifacts to be rewarded with the Jewel Craft Coupon or 21 pcs to get the Hover Craft Coupon. Furthermore, make sure that you have a high charm in order to increase the quantity of the quest reward.
This video should help you as to how you can get and accomplish the said quest.

Make a character from lvl 90 to 130 and do a quest on Ishland in Luna. You can search the guide in youtube with this following title: Luna Quest Temple rose. And you have your hover coupons at the end of the quest. I said coupons.

okay thanks guys, you all give nice ideas , i also tried the oblivion temple but only the jewel coupon is what i got , and the chess dimension for the king and he dropped strength scroll, so need to wait for its re-spawn. thanks guys , gonna check the threads and links you have provided.
