At first, I wondered why this boots can't be put in Mileage.
Then I tried to trade with my other chars, also tried with my friend if its really tradable.
And yes! It is!
This might be fixed as soon as possible 'coz it might be abused at some ways.
Don't know if the other boots are tradable too.

I've checked it and indeed, those are trade-able it will be fixed soon.
It's the only trade-able item from the new collection.

why i cant dissassemble my [IM}PenguinBoots ?

It might have two reasons.
1. You did not open your Item Mall before disassabling.
2. The setting has to be fixed before you can disassable those boots.
