Just got my bird feathers @ needle hornet in zant..

Bird feathers mainly drop in:
Adv plains, Valley of Luxem Tower, Breezy hills, City of Zant and Elverloon Desert!
Its a rather low % compared to other mats, but thats where you usually farm those.

Also as mauve said, you can farm them in Gorge, but due to the low spawn-ratio of them along with the Exp gain you get its usually not worthwhile!
