I can't change my password

I know the full info of my account. But every time i change my password. It says "Account information is incorrect" Then i try to reset my PIN. and I put my mothers name. And poof. it works. But my password can't be change. Please Help. Thankyou in Advance

Blinded part. Email and Mothers Name. Correct but still cant change pw.
