My older brother forgot his old account username and password but he remembers the email he used. Can he retrieve his old account using his email only? thank you

Yes, because iRosePH sending Information about your account in your Email you can Check your Inbox or the Spam Messages or if you remember the Name of your Character try to file a Ticket then ask for the Hint of your account info.

Ticket System > Add a ticket > Account Info (Department) then provide the needed information like mother's name as mentioned by others
