HOw do I unlock it?

The mounts in Item Mall used to be in four parts and for that achievement you needed at least three parts. That way you could achieve it, but now the mounts are just one part (consumable item, not in PAT anymore). I told Kyros so probably in the next patches I expect a fix maybe?

I've spoken to tintin last time and the achievement will not be adjusted since it still works on the crafted mounts.
So the achievement can only be unlocked that way.
