For most scouts in-game, they prefer using crossbows with shields (additional gem and higher buff mspeed/haste).
Bow type has higher ap (as what i know of , tho never really tried using bow for scout) compare to crossbow. Less 1 gem because you won't be able to equip a shield.

As for the items, you could use dex+hit items and dex+hit or dex+ap accessories with jade or aquamarine (grade 9 gems could only be equipped on weap+shield+accessories). Up to you if you want to mix both or have multiple sets for int and damage.

Variscite (gem10) is also good but you can only equip those kinds of gem on weapons and accessories (same with gem 9).

You could try leveling at Oblivion temple if you don't want to level at PK zone. But this will take ages to get you up to 255.

Best place to level up to 255 is Forbidden holy grounds. Karkia maps changes status along time, Peace status (non-pk zone) at Forb (and any other Karkia maps) lasts up to 4 hours. You cold just wait for it to turn non-pk so you could do some leveling.

For damage, you need both STR and SEN. You won't be able to kill other jobs especially STR types if you don't have sen. I suggest that you put atleast 250 to 300 SEN.
