They have 3 stun skills, especially the main one is a 8sec stun and high stun rate.
Let's see what's their advantages/disadvantages before starting builds discussion.
Fencer got the highest hp, the highest stun rate, good damage of skills, mr/dr/ap/def down debuffs.
The only disadvantage is that they can't detect stealth and they don't have lots of AOE skills.
so that's the reason why they become the best job to 1vs1.
I am going to divide the build discussion into 2 sections

Section I : If you can't do switching well or lazy to do switching all the time, you should build your char more balancedly
First , before building your char , you need to know what you want then you can do the trade-off.
Here is a simple example : I want a high stun rate fencer, which is able to kill 11.5k hp chars, and won't miss on Non-Dr char(no switching after stun)
1.High stun rate and good damage, so the best solution is using 5 Tanzas.
2.If I chose the Chill Dagger and 50 hr shield, then I need around 150 con to reach 1.1k hr when full buffed.(Non-Dr char gets 1.9~2k Dr most)
3.For good damage , we need at least 450 sen, 5 Tanzas have given you 200 Sen already, so the base Sen you need is around 250.
In this case the base stat will be
360 Str
275 Int
250 Sen
150 Con
Items : 5 Tanzas in accs & weapon & shield, Chill Dagger, Cursed Shield, 6 Turqs in the other parts 50Int/50Str Wings, 30int/30Str , Aurum Plate Set.
This char will be able to kill 11k Hp knights without switching and has good stun rate(700+ int) , and it won't miss on Non-Dr chars!

Section II : If you can do switching well(finish switching 9 items in 0.5sec), and you can afford lots of sets.
You will have more freedoms on you base stat, but you still need to pick one target you want to achieve at the beginning
For an extreme example : I want my Fencer can reach 2.85k Dr!
First we need to consider the mini Str we need , the Str requirement of Chill Digger is 281 Str .
Pyrite is the best choice because the weapon part can't be switched , it will be fixed.
So the minimun Str we need to put on base stat is 241 Str
Also we don't want the Fencer get really low stun rate so we put the int to a not so bad level , such as 200 Int.
And we need 150 Con to hit Non-Dr Dex char , the rest is Sen!
So the final build for this Fencer will be
241 Str
350 Dex
200 Int
150 Con
220 Sen
Items : 1 Pyrite in weapon, 1 Citrine in Infernal Akela Orb, Dr Set, Hr Set, Ap Set...
You can kill 11k Hp by switching Ap set after stunning enemy.(the damage will be something like 600+ 2*normal hit damage+2047+2047+2047+2047+2047)
you can kill Dr char easily by switching Hr set maxed with Ap set well.
you can switch to full hp when your enemy switch to full hr to hit u.
Moreover , you can switch to full Int set before using dire strike to make your stun rate 2~3 times better.

Conclusion
If u can do switching well, and can afford lots of sets, you should pick the way in Section II to build up your char, in this way, there is almost no limitation, you can achieve anything you want!
The only disadvantage is that you have to do switching all the time for enough damage to kill, or for enough Hr to hit, or for good Int to stun...
So if you are a lazy guy who doesn't want to keep your fingers always busy, then you should pick the way in Section I to build your char.

since I almost quit this game, I share it here to help those who don't know how to build a fencer.
by the way, this guide was made long time ago((Jul 18, 2014 at 4:10pm), so a few statements might be not completely correct.(Fencer are neafed, lower stun rate and dmg of skills comparing to the old time)
but it can still be a guide to build a fencer.
