Farming Permit Luna Issue

I have a permit from Luna, I am having issues completing the quest. I went to Npc i am supposed to go and he did take the quest from me to complete the Farming Permit Luna

Some help would be nice, Thank you

You have to pass the permit to the Planet Accountant and pay a fee of 5,000,000 zulie.
The same thing goes with other planets. After quest from [Farmer] NPC, pass and pay to [Planet Accountant] NPC
