Do you guys know where I can get one without buying in the IM Mall.

You can get them by an achievement, Bush Hijacker.
They have been removed from item mall.

You can buy it from other players for around 25M-30M (50-100M from OP vendors XD). Not so sure but you can also acquire one through harvesting plants/trees but the chances are too slim.

You can't get it by farming.

The Hijacker achievement has more rewards so it's not 100% sure that you achieve the Double Char Size Coupon, you can only achieve it once per account.

hey guys, Iam 100% sure that I got 2x size potion on the 30 Rock achievement before

Correct, the same bag is being rewarded to Knock on the Wood, Green Thumbs, Mighty Miner, Plant Lover, Bush Hijacker achievements.
