let's say i want to buy this p2p Dark Red Angel Shield(9) without any gem9
it'll still be slotted or do i need to buy shield drill?

You can buy them with out gems [9] and it will only cost 300 mall points instead of 500 mall points.

remember if you buy IM set some of them are not slotted

The box will give you random stats or slotted if you are lucky.
And the items are not refined plus [9]

if you want to refined them you should refined it your self and if the item dont have slot buy a drill in IM there is a universal drill available in the IM

Nope, you get 400 DP I've try'ed selling them .. and you can get slot by chance. Unless they changed that.
