Try to run FPS sir in that spec you give and let me know if you got a 70 or 100+ FPS in that specs.
And yes in that specs you can run even 10+ clients at the same time.
What i mean is in a good specs of computer you can run a game with a high FPS
But in R.O.S.E you can't, the engine that R.O.S.E are using is too OLD, Not like the new games today you can maximize your good specs, like what you have on your computer now.

Im running iRose with 140 FPS all the time (Unless I'm in Celestial War; it drops to 60 FPS)
OT: I'm experiencing the EXACT same problem as Zesk and it is highly annoying. It makes it pretty hard to walk up these stairs without pressing TAB (to walk) or 'zigzagging' up the stairs.
I dont think it has anything to do with your connection as the problem occurs even when using the internet of my University.. <-- Which is Godlike internetspeed (top 5% of the Netherlands)

There are a few things, quite more important than your "stairs" which you can suggest to be done something with.

I have to say that the stairs in Oro to get to the teleporter are annoing as hell too
There are alot of stairs and you can't run them you need to talk them that's the most annoing part
I suggest you need to fix all the stairs in have game for high M-speed players
