the maximum offline vendor in that map max reached its limit. :: wait for another player to out their vendor

As what Zeedong said, the number of vendors per area is limited. I think the max number of vendors at a given map and area is only 200. Better vend in another map.

The maximum vendings per map is indeed 200.
You could try another city like Canyon City of Zant, Magic City of the Eucar, Xita Refuge, Heliopolis.
