Im planning to make a hunter job.
It is good to be hunter at lvl200 for leveling or better scout first?

don't convert scout into hunter before level 255
hunter has no good AOE skills to lvling fast

Level with a raider or scout untill you are level 255 and then make it hunter. Both of these jobs eventually have 3 aoe's which do 2047. So 3x2047=6141. Hunter does have 5 traps and they do 300 damage at max. (correct me if I'm wrong) so those added up gets at 1500dmg.
