I don't think this is a bug. I've seen this stat before and nothing seems wrong with it.

The item doesn't appear to be broken there, durability is 60/92.

Try equipping it and see if your concentration is going up. If it does, its just a visual bug :)
If not, well..

It should have an stat rather than 0 maybe it's a bug..
