It's clearly a bug. An item is either for appraisal or has a slot. When you slot an item, the appraisal option will just disappear.
Take for example the AstarotPH being sold by other players, it has a gem inserted on it but if you bought it from the Faction Shop it has an "Item Appraisal" option.
