i brought a Hollow mask but it says that that we cant refine the item

normally masks cannot be refined because it does not give additional stat points even it is upgraded to +9.

afaik, only donated mask/glass items are +9.

Actually those craftable/ ordinary masks you see refined to +9 are masks given away as a reward during previous iROSEph events.
