what do you mean restart? is it restart or reformat? when you say restart and you already provided an access pin on your account, you already has access on your account lifetime unless you disable your access on that computer or you reformmated your computer! thats why im asking if its restart or reformat!

maybe you have malware/virus on your pc that keeps your computer changing "Computer Name" everytime you restarted it.
