I don't know if a bug or not but since new patch when i go in battleground no npc in circle , so how we can get quest for get item ? .
Or is changed because clan fund have changed ?

Yes the old system has been removed due the reason our new clan point system.

The old system does not work anymore and therefore the items can't be bought either, perhaps they will be added in the futher back in another system.
