The rate is applied after the normal bonuses are added up.
Base Critical from sen/con: 250
Crtitical bonus from equipment or skill: +50 and +100 (total +150)
Crtitical rate from equipment or skill: +2% and +3% (total +5%)
Total Critical: (250 + 150) + 5% = 400 + 5% = 400 + 20 = 420
