Where can i buy skills like katar mastery, rapid twitch??

I'm new to this game... and im just roaming around finding nothing... help plsss

Edit: I cant find the skill on the Mayor of Junon [Darren]

Thanks.. But all i still cant see the "Katar Mastery Skill book" nor the "Rapid Twitch"....

In Leonard the passive skills books that i can see are just

Combat mastery
rest mastery
bow mastery
battle mastery.....

I cant see the other passssive books like "Katar mastery"

As you can see these are the skills that i can only see on the Hawkers skill books tab. Like i said the passives there are just

Combat mastery
rest mastery
bow mastery
battle mastery.....

Is this some kind of bug? Is there a solution for this? Plsss help.. Thanks in advance

I believe the skills you're looking for don't exist in-game.
The katar mastery = battle mastery & Combat mastery. They increase attack power & attack speed of katar and/or dual swords.
The rapid twitch, hmm, I'm guessing it's the screw attack. haha
